Understanding FHSAA Eligibility Rules for International and Transfer Students
The Florida High School Athletic Association (FHSAA) has specific eligibility rules that apply to student-athletes, including international students and those who transfer schools. It’s important for both students and parents to understand these rules.
Key Points:
Four-Year Eligibility Period: According to FHSAA rules, student-athletes have eight (8) consecutive semesters of eligibility (four consecutive years) beginning with the semester he/she begins Grade 9 for the first time. After eight (8) consecutive semesters, the student is permanently ineligible (Bylaw 9.5.1).
International Education Systems & Eligibility: Eligibility is based on the compulsory education requirements of the student’s former country. The ninth (9th) year of compulsory education begins the eight (8) consecutive semester eligibility period. The fact that a student’s former country may have a terminal grade beyond the twelfth (12th) year of compulsory education does not alter the eight conservative semester eligibility period (Bylaw 17.2.6).
Transfer Students: A transfer student is one who changes schools after establishing his/her school residence each school year. A student establishes school residence by either attending classes or participating in athletics, whichever comes first for the student. When a student transfers to a new school, their eligibility may be impacted. According to FHSAA Bylaw 9.5.1, students have a total of eight (8) consecutive semesters of eligibility, starting from the semester they begin Grade 9 for the first time. Once these eight semesters have elapsed, the student will become ineligible for any additional semesters.
